The Teatro de Variedades is packed wall to wall, gossiping boxes and gallery gods pounding canes because the curtain waits on his Excellency. A cigarette-smoking hero refuses to yield Don Primitivo's reserved seat until the royal march announces the Captain-General, then Les Cloches begins while artillerymen fall silent. Makaraig's students face Pepay's box; she promised Don Custodio a theater answer on the Castilian academy, and Sandoval swears the commission approved it, but Isagani sits frozen after finding Paulita with Juanito though he was meant to scout propriety first.

Don Custodio, claiming he has come to judge the operetta, notes actresses' knees in his notebook while Tadeo hunts a cancan that never comes and Sandoval improvises French for ladies he hopes are listening. Padre Irene, Salvi's detective with a false mustache, greets Serpolette as Lily from Paris coulisses until she cries he is the Pope here; Juanito loudly mistranslates servantes and domestiques for Paulita until the girls stand under the wrong market sign and Don Custodio mutters consumptive from the dark. Paulita watches Isagani stare at the ceiling to hide tears while Juanito plays critic for Doña Victorina; Ben-Zayb dismisses every singer because critics must seem discontented and only received two staff seats anyway. Society whispers about Simoun's empty box and the necklace he gave an actress who flirted with the Governor.

After act one Makaraig returns from Pepay with Custodio's tender note: decided favorably, yet the religious corporation will run the academy if Dominicans refuse merger, and students must collect dues for a treasurer friars appoint. Padre Irene congratulates them and urges a torchlight thanksgiving; Pecson calls the gauntlet a sock, Tadeo says they are tax-collectors, and Isagani proposes funeral marches while Sandoval still praises Castilian sonority to the box next door. They choose a shirtless Chinese noodle-house feast as satire, then stand and leave as the second act begins, scandalising the house that expected grateful applause.
